Why we may not be working on Spain is simple. Europe is big, very big. We still have a lot of ground to cover. And there are a few projects which had priority lately (ARP, Euromir, Iceland, Slovenia, France itself) That's why Spain isn't really into the picture yet.
We also are just people, we don't do this mapping thing for a living. That's why I suggested to him to build Spain himself. We can really use more devs
