But why does France need to be finished before Spain can be included? Only thing you need is one or more roads connecting Spain to southern France, and both Pau and Bayonne are pretty close to the border?

Also, Denmark didn't have very many cities to begin with, but it didn't stop the developers from adding Sweden and Norway?

I think limited manpower is a bigger problem.

France, unlike Denmark, is a very big country and from what I know, they want to finish France first before they connect Spain. Yes, Bayonne and Pau are closer to Spain, but it's easier for everyone to finish France first. At least the bit close to Spain. Denmark on the other hand has only 1 road connecting to Sweden, which is the big bridge. France and Spain have more than 1 road connections

Also, it's worth nothing to mention that Denmark from version 1.0 (as well as Sweden) didn't look that great. We have spent quite some time to upgrade the scenery there, until the DLC was announced. We are now waiting for the DLC for the merge.

Pulling off this feat again in France nowadays would be unacceptable...

Well, that's because it's Euro TRUCK Simulator 2, not Euro Ferry Simulator 2
