Thanks for your offer, I have enough information about Montenegro the only thing that is missing are the border signs.. I don't think they have a speed limits sign like other countries or it's very difficult to find

As I already stated before, the Croatian border sign is incorrect. For country roads there should be 90 km/h speed limit (not 80) and for motorways there should be 110 km/h (not 100).

That prefab does not yet exist in the correct style and road markings for Croatia, therefore it says "WIP". It's a temporary German place holder.

That sign was perfectly correct, it comes from the official PDF of the Croatian Ministry of Transport; here it is:

It must have recently changed because the old one seems to have been adapted (badly) on Wikipedia on this page:

It can be fixed in 5 seconds.

We also don't have highways. There is one motorway though, but it's in awful condition.
