That's what the plan is, but Vadsø is not listed on the map on 1st page, but plans can change.

Well, we've already seen a lot of the northern area since the first 2.20 announcement and various beta streams. I checked out the two new russian areas, ajungrei added. Absolutely mind-blowing. Since I've been to northern Russia this summer, it immediately felt familiar, and the Kola area particularly, suffering from destruction of nature due to mining of natural resources and nuclear waste always looks a bit sparse and dismal. It is perfectly displayed in game (the change of general atmosphere when entering Russia up there in the north).

I'd love Ajungrei contrary to his statement, not to carry on building Russia, to furthermore create Severomorsk (though this might be complicated for being a closed city) for example. I'm 95 % sure, he'll anyway keep on creating excellent work in northwestern Norway, up until he reaches a point, someone else already built..
