i guess some of your ProMods files are damaged.
compare the file sizes with yours:


if they are different you must redownload the files.

1= default setting = less cars overall
if you change it you see whats happen. many police/fire/trains etc everywhere = unbalanced traffic.

there is only one solution, use a traffic mod, for example:

but never change g_traffic!!
