It's true: the current version of ProMods will simply over-ride the DLC.

However, the next version of ProMods (currently in beta-testing) will incorporate the DLC and add some new content to it as well

I can't speak for everyone, but some people think "Since this game is set in Europe, we should cover all of Europe before looking further" Of course, this is the argument of a mapper and not of a player.

There is a desire to have Malta but there is no one working on it at the moment

I use Apple Pay in the US because it is the fastest way to pay, because American debit/credit cards do not have contactless. But in Canada I don't use Apple Pay much because credit/debit cards do have contactless, so it is just as fast to just pay with the card itself.
