The traffic lights in the marked area below are not functioning as Dutch traffic lights. After red, they switch to red-orange instead of directly to green. Traffic lights in the Netherlands do not use this state. The other traffic lights in Groningen are working just fine.

Thank you, removing that mod was indeed the solution. I had a hunch when I saw the company names in the game log. Now I just have to wait for an update.
