Both Odessa and Kiev are far from Western Ukraine. Odessa is closer to Moldova so it might be included but I'm not so sure about Kiev. Even if it were to be built, I don't think it will be in a foreseeable future.

If you have RttBS installed, you should wait for the 2.45 release since the current version is not compatible with the latest DLC but it won't break the game either. Also your progress won't be affected once the mod is installed, so it will be transferred.

I assume they are going to release a 2.46 version for 1.37 like they released 2.43 for 1.36.

ETS 1.37 will be coming out soon. Will ProMods 2.45 be compatible with that version? They said that the 1.37 will consist of rebuilding some French cities from the base game.
