Solved, that was the case @Trucker2223. The Steam file verification found one damaged file and redownloaded it, the size was 338 mb which corresponds with the dlc_balkan_e.scs file. I guess it got corrupted by the update somehow. I remember switching off my VPN while it was downloading to get a high...
