IIRC the signs you want to replace aren't attached to the prefab, rather they are either separate models or signs placed beside it. If this is the case and you want to change them, you'll have to edit the GOB gas station sign model, which is separate from the prefab.

Unfortunately I haven't found a website that lets you immediately create a 1:1 map image, the best alternative I've found (and have used in the past) is to take screenshots of Google Maps and manually stich them together into one large image file. Tu peux créer un profil avec terrain_profile.sii, où on utilise les coordonnées pour définir un profil. Placing signs has been a bit buggy with the latest version of ETS2, so your problems are not due to a conflicting mod. One way that we use to get around this is to use the content browser, and select signs from there to insert. Copying and pasting existing signs also works.

Yes, it is possible to add your own background map to the editor. All you have to do is find the image of the map, convert it to .dds, write the file location in editor_data.sii, and it should show up in-game. City definitions come in two files: a file in def/city with the specific city name, and an entry in the city.(modname).sii file. With the city file, make sure the file name doesn't exceed 12 characters (you can write out the full name in the file, look at some longer city name files for an example)....
