IRL the earthworks for the missing ramps do exist, albeit partially. So one way of solving the issue would just to find plans for the finished ramps, then make it in-game - foreshadowing the completion of the missing ramps IRL.

Getafe is only 10 km from the heart of Madrid, and is within Madrid's orbital ring road. Could be featured as a part of Madrid rather than as a separate city. You should also consider that the entire ProMods team practically consist of volunteers , unlike SCS Software's employees . Though, I suppose quite a number of junctions could be remodelled in the meantime. I know many of them in the France DLC is a bit of "copy-paste" and doesn't actually...
