With such tiny prefabs like these, I've found that they can be kind of finicky to pass over and get them marked as discovered. I've seen this same issue when I was up in that area.
One time, the person was in the road.
On another journey through the area, the person was over by a bush (possibly picking berries)

The ProMods CAP only adds accessories to the various slots available in the cabins of the trucks. Having a temporary company at the construction site of the highway would be a neat feature.
SCS Software did something similar for ATS in regards to the Big Sur landslide by adding company sites at both ends of the affected roadway section.

If you don't want to disable your mods when doing map editing work, you could try setting up a new profile for map editing work and set that profile to not have any mods loaded.

More to the point, the dimensions are not power of two (NPOT).
Make sure the image dimensions are of even numbers (ie 800x600) and not odd numbers (ie 717x600).

Try removing the "companies.scs" file and the "zzz[MOD-ETS2] Real company logo v2.7 for promods and rusmap.scs" files and see if the problem persists. ProMods has fixed the issue on their map, so it is most likely a mod conflict due to an outdated mod that hasn't been updated to reflect the changes ...
