Right-click the game in Steam, and select Properties. Then go to Betas, and select temporary_1_19 from the dropdown menu. Close the properties, wait a few minutes, and 1.19 should be back

It's not a limitation in the game engine, it's probably another prefab issue.
Remember when Promods developers talked about flying cars, being the first bug to tackle, when ETS 1.11 came out ? That's this effect.
