Just build it around the town and set it to the right speed limit.

I have a question regarding the roads:

So, there are three types, rl 0, 1 and 2. I understand, 0 is the slimmest and narrowest type, where 2 has large shoulders. How do I know when to use each one? I noticed that there are different prefabs that go with different roads. But then there's the ones from the dlc and I cannot seem to get them to match with the existing roadsets. ideas?
I'd appreciate if you'd czech my special album here

There are prefabs called "joints" - Just search in ( Are you using a ProMods as a base? , if yes, so try write "joint" )
Stuff like Joints will help you to connect rl 1 roads with rl 2 roads without seeing some odd stuff. There are 3 variations of them - with broken lines, single line or double lines.

Just search for "joint" :)

I am aware of them, and use them extensively. Just wanted to know if there is a reason to prefer one over another. Or should I use the interchangeably?

Rl2 is the width SCS mostly uses. However, this road is 11 meters wide, which is quite wide for most European countries. Rl1 is used in France and and Germany in some locations. Just use whatever you think is fitting.

What's the difference between a DLC from SCS and a common mod? Why can't normal mods be extracted with SCS extractor? Since they are both .scs files that add something to the game.

Scs' their packs are locked with a certain system, therefore you have to extract it with the official SCS Extractor. A mod is nothing more than a zip file with changed file ending.

I've seen a 'hashfs' string somewhere. There is a project on github with that name but probably unrelated.

I wonder if there's a tool that can mount it properly. Perhaps it's actually squashfs

Another day, another question. This time about the sidewalks:

I started to work on the towns in my map this morning and came across this problem

I tried some of the prefabs but none of them really fit the sidewalks or the road.
Here's what it looks like from the top down view
