Well that side filter is not hard to make but to make it work correctly isn't possible (the pic also shows double green, what shouldn't happen right?)
Also you don't see it that much. At least not in the Netherlands and Germany.

Green arrow has correspondance with red light for oncoming traffic: You're free to take left turn

Happens all the time or a mix of the two. At the intersection Charles de Costerlaan / Halewijnlaan here, e.g., first, the traffic coming from Brugge is allowed to turn left (filter light). When that goes red, the traffic going straight through from both directions gets the green light.
