[Fixed] [1.71] Cherbourg/Nantes, obsolete flare data definition errors

Hey guy!
I was driving around France, Cherbourg and on the ringroad of Nantes. And I noticed quite a bit of lag there. But when you rotate the camera a bit, it seems to be normal again..

I thought I would file it as a bug this time. 'Cause it's almost lagging enough to case the game to crash to desktop.
