None of us know when. Even in the closed Beta forums at the SCS forums, it is still not known. So we don't have any more information about this subject than you do other than that it will be ready when it is ready...

well i rather wait for the bugs fixed in 1.72 version than the DLC Scandinavia

By the way what scale did they use ? my bet is 1:15

They probably used the same scale as before which is 1:19. It would look funny if a part of Europe was made in a different scale.

well i said this because U.K. was made different and they had to change the scale - which is normal
but for the north of the continent it would be funny to see not the same scale , so i correct my sentence - 1:19 is the right scale and i'm anxious to see the new countries , to buy their new product - i have a feelin' that SCS will make the announcement very very late , like they did with new dlc - in may the first words about the new areas ....
i'm waiting for the 1.72 version till' then

I guess it'd be commercially attractive to release the DLC before Christmas.

This would be my best guess as well.

Other than that, would be pleased to see it any time as long as the quality is as it looks in the pictures so far

Don't believe in any news that aren't on the official website ; just speculations
After the update 1.14 will be released the DLC , i'm pretty sure - check their blog
The area that they covered is a little bigger like the one in DLC G.E.
