No, it's not. We are still working hard on fixing all bugs. So you will have to be patient a bit more...

Hey guys why don't we just ride a "clean" game while we wait, with no addons? :) There are few new cities and toons of unfixed roads there. I've discovered new Hamburg, Kiel, Rostock )
