Just update ETS2 to the latest version, then download and install ProMods 1.6.2...

I just downloaded v1.62. I created the def file and extracted the other two scs files. I'm using the Steam version of the game on Ubuntu Linux and as far as I can tell, the game should be in /home/myname/.local/share/Steam/SteamApps/Common/Euro Truck Simulator 2. There is no 'mods' folder in there (or anywhere else on my system for that matter), so I created the folder and dropped the three scs files in there. When I open the game though (v1.9.24.1s) there are no mods available in my profile. If I create a new profile, there are no mods available there either. I've set the permissions so any user can read / write the mods folder.
Firsly, have I created this in the correct folder for this version and platform? Secondly, have I missed some other step?

If you downloaded all 3 files into the same directory, you only need to extract part 1 - 7zip will merge and extract all 3 parts automatically.
