Unfortunately that is not anything we can assist with. The card payments are processed by Stripe so they must have a reason to decline your card.
You could try contacting either Mastercard or Stripe or perhaps your card issuer to find out why
Alternatively you could try Google or Apple Pay instead (if they are linked to the card)

bought the fast download option, paid with phone, where to download?

nvm ill download from phone and transfer to pc

So looked at promods a while back. Got all the dlc it send it needed, which was all the expansions pack. Went to download promods using the pay to download server twice. First time i thought it was my mistake. This time did the same thing. Wouldn't download. Tried contacting support. No response. Shame looks good as well.

1)What do you mean it wouldn't download? Did you get any errors or just doesn't got the email with the download link?
2)What web browser are you using to download the file?
3)Where did you bought the files? ProMods Store or Payloadz?
4)What's your order number?

Here is what I get: This store only allows downloads from 2 IP addresses, please contact seller for more information.

What can I do?

Error 403 is also given when you have maximised the amount of download attempts, therefore it blocks your download.
Please provide the order number for me to investigate why this has happened.

Its #PM70385

Your Microsoft anti-virus opened the links twice and therefore it was hit by 2 IP addresses and you got blocked.
I temporarily reset the limit so you can try again, please post when you succeed
