Google Chrome has been known to open multiple connections while downloading files, thereby making our website think that you're trying to download too many files at once. After the block expires automatically (in a few hours) try using a different web browser like Firefox.

No, but that red text doesn't get read. And second, these buttons are so large that they don't even appear completely when the page loads. (Maybe it does on a 4K screen with 100% scaling, but it doesn't on a 1080p monitor.) I probably didn't scroll enough down in the first place to even see the red text. i have the same problem, i downloaded one file after it finished i downloaded the other one and it blocked me :/
