Game crashing when entering Duluth

As the title states, when ever I try to drive through Duluth in northern Ontario the game just crashes, didn't have this issue when me and my friend took a load from Texas to Alaska nor when leaving Thunder Bay Ontario, only happens when I try to drive through Duluth

I see several problems:

• Your mod load order is a mess. In general you should arrange your mods like this:
  
• I don't see you using a ProMods Canada Definitions package or ProMods Canada 1.2.2 Convoy Mode Support.
