Another thing is that Scandinavian/Western countries can afford upgrading their fleet occasionally. while less developed countries can afford to use older buses, same is for your Romania.

Yeah Bucharest didn't accuire mant SH vehicles (Only Iveco Milano buses with Saurer Geneva buses later trolleys and Rathgeber Munchen and Duwag Frankfurt trams) but the other cities like Iasi, Arad and Brasov accuired TONS of these.

Do you people think that scrapping vehicles is a bad solution?
I mean people should reuse vehicles rather than scrapping them.

Not only. Estonia has TONS of second hand buses from Finland/Sweden/Norway.

(thankfully) This is changing thanks to the economic growth.
Most of them are probably from either the 90s or 2009-2010, when the economy was in shambles.
