Well, two days ago we had something unusual happen here. Traffic throughout the country got so bad our local (Antwerp) evening rush hour was shorter than usual, because not enough cars could get here to cause the usual severity of traffic jams.

Yesterday most of the road from Narva mnt. (ProMods Tallinn would be from near the harbour) until the Russalka was absolutely jammed heading towards Lasnamäe and Pirita because a car had crashed into a bus. Two of the three lanes were closed, making the average speed about 1km/h.
Weird thing is, i'm pretty sure both the bus and car could have driven forward as there was no visual damage on any of the vehicles. If the bus had moved to the outermost lane, the traffic would have had two lines and it would have flowed more....

That's the thing, there was no police. I'm guessing the cops were never called, as it only obligatory to do that when someone has been injured.
