Before Turkey can be built the connecting countries need to be finished first

All of Europe is on the schedule, but the way the game works you can only add to the map along it's borders, jumping out to a location far away breaks the game mechanics, unless we do something silly like make a ferry from Bucharest to Ankara. The roads and cities in between need to be built first.
