The main problem with Frutiger is that the closest free typeface is Segoe UI. Newer versions of Photoshop may have Frutiger included, I've only got CS2.

There is also the free alternative CarthoGothic Std, which should resemble Frutiger quite closely. I use this on the Swiss signs in ProMods (besides SNV). Do you see any difference between the two?

It's sometimes hard to get by certain fonts. I'm quite lucky to have DIN1451 Austria and the RWS typefaces and I had to replicate Vejtafletskrift, Traffikkalfabetet and Liikenemerkki myself.
