It all depends on what you are used to. I stopped playing (until I get my new computer soon) when fps went below 20 fps. But I was perfectly used to play between 20 and 30 fps.

Oh, my mistake! Anyway, with my laptop I've got used to playing at 20-30 fps... But now after 4 years it's getting under 20 almost everywhere and that way it's just "unenjoyable"

I think there's also a fourth option: some kind of time warp when you cross the area that you don't own. I've even heard here and there about ideas with train depots.

While that would be nice, SCS aren't the quickest when it comes to releasing DLC. The New Mexico DLC was announced all the way back in the beginning of February and still hasn't come out yet.
