Try starting out of Östersund, and heading south. It should occur. If you tried this and it didn't occur, it may be something on my end, or it may be fixed in the latest developer build of ProMods (as is the case with the other bugs I reported that you couldn't reproduce).

What you might try is starting south of the location and heading north. It should happen.
