Maybe something is wrong with your nodes (red and green dots at start and end of the road) You can't drag a road starting from an existing red node.
I would probably type "edit" (without europe) and see if you can drag a road there.

None of my listed cities are even near the "crisis zone" (at least 200 km away)

I think cities like Dnepropetrovsk, Kharkiv, Kryvyi Rih, Mykolaiv, Poltava, Odessa, Zaporizhia, Kirovohrad could be added to ProMods after 2.0.

Trolleybuses and trams could be added as movers to some cities.

Will Ukraine be continued further east after 2.0?
