waited 3 hours, downloaded two more files, now i got a cooldown again, WHY???????????

i was installing the promods files from the free links (9 files with limited speed), i downloaded the first two files, when i wanted to download the third and fourth file i was given a cooldown for no reason, why do i have to wait hours to be able to download again? it's literally nonsense as i didn...
